It looks like AKC is the only dog registry that’s worth anything when it comes to legal issues.

Petition drive aims to prevent law's passage

While the Marion City Council is still contemplating the proposed animal ordinance, local breeders and hunters are worrying the ordinance will cripple their businesses and hobbies.The proposed ordinance requires breeding permits, limits how many unaltered animals - those who have not been spayed or neutered - can reside in a household and increase fines for violators.For 21 years, James Heasley has been training and raising dogs that compete in American Kennel Club competitive events. "This ordinance will affect that phenomenally," said the Region II director of the Indiana Beagles Alliance and Marion resident. "It will hurt (Marion residents) and not help the situation."Constant overcrowding at the Marion-Grant County Humane Society shelter, 2768 W. Avon Ave., sparked the group to approach the city council with an ordinance.The proposed law limits Marion residents to no more than four unaltered dogs or cats over the age of 6 months.Alan Denny, D & D Fur owner, said hunting dogs can't be spayed or neutered."It changes their metabolism," he said. "It makes them fat and lazy."Under the proposed ordinance, hunters and other any other city residents who choose not to have their animals spayed or neutered, would be charged to house such animals. Every owner of an unaltered dog or cat must acquire an "unaltered animal license" annually for each cat or dog, at the cost of $43.A typical hunter has between six and eight dogs, Denny said.Heasly said the rules would hinder ethical breeders' ability to continue their business. Breeders already are charged to maintain AKC registered dogs, he said."I can't even break even," Heasley said. "It will probably take several years to see a significant profit."The proposed ordinance also would require breeding permits, which would have fees attached.A major's breeder's permit, which would cost $100, would be required for anyone who intentionally causes the breeding of multiple cats or dogs. It also prohibits a female cat or dog having more than one litter in a 12-month time span. The breeder also must obtain the name, address and phone number of each buyer.Those pet owners who accidentally cause the breeding of a single cat or dog would have to obtain a minor breeder's permit at the cost of $50, according to the proposed ordinance.Heasley said it's not his dogs, or the dogs of other breeders, that are causing the problem in Marion."My dogs aren't running the streets," he said, adding that his dogs can be sold for between $2,000 and $5,000 each.Rarely do the dogs that Heasley raise remain in the county."Over 98 percent of my dogs are sold to buyers outside of Grant County," he said.In an attempt to persuade council members not to approve the proposed ordinance, petitions are being circulated.Denny said currently he has more than 100 signatures, and he intends to obtain 400 before delivering the petition to the council."No one refuses to sign it," he said.Mark Spitzer, corporate counsel for the city, said there is no formal petition procedure to override the council.Heasley said he and other breeders are willing to sit down with the council to create an effective ordinance.Denny and Heasley agree that the city has an animal control problem; however, the proposed ordinance is unrealistic in their view."They can find a better ordinance," Heasley said.He said so-called puppy mills that breed dogs in high numbers simply for profit, not in an effort to better the dogs, should be stopped."I hate to see something passed that's no good," Heasley said, adding that the ordinance will only create more law-breakers.The proposed animal control ordinance was introduced at the previous city council meeting nearly two weeks ago. As usual, Mr. Kane plays the one trick pony with an anti-AKC bias that dominates his every waking thought and word.
There were 750 such issues that the Canine Legislation Department of AKC addressed last year. Stephanie Lane and her department will continue to be there supporting the efforts of the dog owners of Indiana on this issue and no doubt in the many more that will surely come in the future.
We've posted the ordinance and Stephanie's letter to the City of Marion on the AKC Coonhound website and will be urging the 100 AKC clubs in Indiana to support your efforts.

Thanks for posting Steve. And Thanks to everyone at AKC for their help and support. Please know that Indiana Beaglers Alliance will not tolerate anyone spreading negative comments about AKC or any of the dog registries or sporting dog groups...... Folks, we are all in this thing together. We only win when we stick together and help each other. It has been the way that YOU the sportsmen and sportswomen of Indiana have stuck together, and come forward fighting that we are being heard and our needs are beginning to be addressed by our IDNR and the legislators... Lets all continue to grow and prosper as a group.

Please, everyone that can attend the Marion City Council Meeting on Tuesday January 3, 2006 at 7PM in the Marion City Building-City Court Room.
If an ordinance of this nature gets passed, it will be a foundation for other Humane Societies in the USA to use. It just might be “In Your Back Yard Next”. Fight it on the “foreign front”, don’t let it get in your back yard and try and stop it.
1) I currently have 3 AKC Legal Delegates.
2) One Legislative Director for this region for the Doberman Pinscher Club of America, Inc. She also holds the position of AKC Legislative Liaison for the Anderson Obedience Training Club, Inc. She was also involved with the city of Anderson on matters concerning Animal Control.
3) Jack Hyden & I from the Indiana Beaglers Alliance.
4) Several of the Kennel Club’s in the area will also be represented.
I know we now have the ball rolling in the right direction. I’m confident we have the weapons necessary to beat the adversary.
If anyone catches anything of this nature attempting to go through his or her area, feel free to contact me. I’ve definitely learned how to how to get the word out!!!

Marion City Council tables dog ordinance
The Marion, Indiana City Council very wisely tabled the Controversial animal control ordinance 42-2005. They are putting together a panal to forge an ordinance that is more common sense and puts the teeth where the problem really is. The panal will be made up of members of both the animal control side and the pet owners and breeders side. It is expected that a new and much improved ordinance will be drafted by early april.

I looked back at this thread after Los Angeles County passed its mandatory spay-neuter and required microchipping ordinance last week. Some of the California people were suckered into the Los Angeles plan's similar exemption. That will hurt them as the ARs tighten the screws more and more. Very shortly 10 million people living in southern CA will be subject to MSN. That's a bigger population than 43 states of the Union. You need to believe this is a big problem and it's spreading.
CA also has a HSUS backed statewide ban on field dog competitions pending. It creates criminal penalties for dog events on rabbits, hare and fox. AKC's responses to both of these AR initiatives was frankly weak, if not downright embarrassing. Steve Fielder's Charlie McCarthy antics to AKC's Edgar Bergen aside and the 750 “issues addressed” last year, of the ~20 AKC legislative alerts in 2006, nearly every one was late, incorrect or garbled.
In the way of a PAWS update beyond the postings at http://saova.org/HoltFairyTale and http://saova.org/1Gladstone AKC's Jim Holt no longer works for his previous firm. He's on his own in rented space. Perhaps he has room for the two AKC Steves, who enjoy working with HSUS so much.

Bob are you still just miffed that you dont work for AKC, or what is your real problem/agenda? you are strong on cutting down those who are trying to do something anytime it doesnt involve what you are doing. And, frankly sir, I see very little constructive that you do. Is is not about time that you ceased being the problem and became part of the solution. Begin by coming up with good, constructive, useful ways that issues can be solved. Everyone works on issues in the manner they are useful. Some are working at the local level and being extremely affective. Jim Heasley and the folks in Marion, Indiana are a good example. others are comfortable working at the state level, and thanks to thier efforts field trialing is returning to Indiana in a big way, Rabbit season is being extended into Feb., Squirrel season is being extended to Jan 31 north of State Road 40 just like it has been south of 40 for many years. There are groups ,AKC being one of them, that work well on the national level. And like AKC, some have progressed to where they work well on all levels. It happens because they put aside their petty, self centered, gripes and agendas and work constructively with all sporting groups. you have proven over and over again, Bob, that yours is not one of those constructive groups. Probability is that as a child your teachers reports home to you parents said that " Bob does not play well in the sand box with others". Unless you make changes soon I dont see you improving in that area now.
