I agree with Hunt6 that if a pup has had all the right training , socializing , ect. and still is this way then yes it should be fixed so that it does'nt pass on the genes one way or another like I said before this is just my .02 and with a buck that'll get you a cup , Called Out

Don't want to sound like I'm telling you what to do, but a choke collar is not the best approach for a shy hound. Force of any kind tends to reinforce the shyness problems. Patience and time are the best keys, you just have to decide if you want to invest that much time with the hound.
If you have other hounds DO NOT kennel this hound with them. Dogs are social animals and if the only thing the hound has to bond with is you, not another dog, you're a giant step at getting him over his shyness.
As he bonds with you more his shyness problems will lessen, but it doesn't happen over night. A check cord is a good idea as someone said, just lightly tug on it when you call him and be sure to really reward him when he gets to you. Just don't force the hound.

If you can't run with the BIG DOGS stay on the porch!
If you use force on this dog you will undue any improvement you have seen. Beagles in my experience hold grudges, remember for ever and love food. Use flat collar, lots of praise and affection, food treats. A cheaper, easier, very healthy treat I use is Cheerios. It is amazing what a hound will do for a Cheerio. When the beagle responds to you with more enthusiasm give a whole bunch of Cheerios. Doesn't seem to interfer with diet, waist lines etc when you use Cheerios. If you can crate in the house and spend extra time with the dog, he will improve faster too. I am in agreement with Beagleman 973's statements.
