How old is this dog? Whatever the age is, this dog will require alot of patience. You will have to be sure anytime someone is around this dog, they don't frighten him. Most dogs are motivated by food. Start off by giving treats as rewards for everytime this dog comes to you. The more you can associate good things with people the better chance you will have to improve on the dogs socialization.

The more time you can spend with this dog the better. The calmer you are around this dog the quicker it will begin to trust you. This type of problem will take a calm purposeful approach and even at that sometimes it is just too much to overcome completely.

I hope this dog comes around.

It's important that you establish your position as the leader of his pack and that you are the only way that he will eat.Sounds cruel but don't feed him until he comes to you to get his food out of your hand .His stomach will eventually win out over his fear.Once this happens get you a check cord and some treats .Let the dog range out and then work him back in give him a treat .Make coming in a good thing :)Spend as much time with him as possible ie. riding around town in the truck ,walking etc.Get him around people as much as possible .Most importantly be patient don't yell or hit remain calm and make it a positive experience .Good Luck !!!

My puppy is 10 wks. old and I have a similar problem. He is not scared of people, but he is terrified of other dogs, even small ones. Guess I'll have to get another beagle to help cure him.

I have a pup right now that is 12 weeks old and was the same way. I have let her sleep in the house in a pet carrier for a couple of days. She is finally starting to show signs of imporvement and will acually come to us now. All I have done is just sat around and talked to her and petted her. she is still pretty scared of loud noises but she is coming around. She was so bad I wanted to get rid of her and I still may get rid of her but I am going to give her a couple of weeks to come around. I have been dealing with dogs for a long time and have never seen anything like this.

Patience is not a virtue of mine.......So this is tough on me......

When he gets around 6 to 8 months (or younger if you want) bring him along on runs (not hunts) and he might jump in with a pack when the pack opens up on a rabbit  . Don't take him on hunts  . Taking him on hunts could end up making him gun shy if someone shoots over him or real close in front of him  .

I've had several like this and have one now. The dog will get better over time but may never be perfect. There does'nt seem to be a correlation between man shy and gun shy. Years ago we had one that the only way to catch her was using treats. After about 3 weeks I was sitting on a bank while hunting and she came up to me a put her foot on my leg. Acceptance! I guarrentee you couldn't catch her. Not all that bad when you consider all the dogs being stolen in the woods. I had one stolen 2 weeks ago while running with my buddies dog in Delaware. She handled like a dream and that's why she is gone.
