LP Sanctuary Rule

We were out yesterday. Dogs go under a brush pile and one opens. After three minutes no rabbit is produced, yet you can see by the trails and openings that it is being used often. One dog kept working and finally go a rabbit out. How would you score that? Someone says there is a rule about sanctuaries where a rabbit is safe and it would just be a dead track.

If no rabbit was produced in the 3 minutes it would be a -10 for non produce.

If you could tell which dog opened and put on clock at 3 minutes with no rabbit produced that dog would receive minus 10 for none produce.
