Somthing I noticed about the dogs pointer is that it looks like its not pointing the direction the dog is moving. Is this normal?

You need to calibrate the compass.

It should be pointing in the direction the dog is in relationship to you not the direction the dog is moving if you're talking about on the "dog compass" page.
