The best hound I have ever hunted with was hard to put a speed on. Some folks thought she was on the slower end of medium speed and other folks thought she was fast. It depended on the conditions of the day when they saw her perform. When the high scent was available there was no doubt in anyones mind that she was a good little hound because she would always be in the lead and rarely check. When scenting was poor Ive seen her ignore a pack altogether if she thought they were going too fast for the conditions and she'd just let them go way ahead of her. When they checked and she didn't she'd catch up. She taught me more then any other hound that foot speed is a relative thing, that is, it should be relative to the conditions. The conditions alone should dictate the speed at which the hounds run and no preconcieved man made notions will do. She was always running on the edge as fast as she could go according to the conditions without checking. Some times that was fast and some times it was slower but it was always steady forward progress.

"A hound that runs the most rabbit with the least amount of wasted action".
Be it slow, medium, or fast, adjusting to the conditions of the day. ;)
