Read further.....the woman refused to respond to requests to inspect and then threw rocks at the officers. She had plenty of notice and could have cleaned the kennels and applied to be grandfathered on the new limit ordinance. You can't act like an idiot and expect to be treated fairly.

Goes to show .. again... there are two sides to every story and somewhere in the middle is the truth.
I sickens me to know that the dogs were pulled from there familiar surroundings, split up amongst other "Rescue" kennels.
But IF the conditions the dogs were in would subject them to harm or disease, then they did need to be dealt with.
We have to wonder... do those that opose the laws that are being presented these days opose them because they themselves will
be forced to care and privide proper shelter for their dogs as they should? I met a man this past fall, an oppertunity to run some rabbits,
in one of ou conversations he was expressing his concerns for possible laws governing the registration of kennels here in Arkansas.
I see no issue with it so inquired as to why he opposed it... it all boiled down to "Being Told What To Do" and "Now I will have to build more Kennels
and additional houses". If you are commited to the betterment of the breed and the sport of beaglin... then you need to be able to do it
properly. if it is a financial burden to do so, or if it takes away from your fishing time... then stay out of it. Needless to say I have not run
with him since.
The laws are not intended to harm or impede the progress of those who properly care and provide for these animals.
If she did in fact ignore the attempts to make contact, and if she did in fact refuse to allow inspection of the facilities, then she got
exactly what she bargained for.... it is the hounds that are suffering.

Now the AR cops are stating that the dogs were in unsanitary conditions, lyme disease, filthy, and etc.... yet they only remove the amount of dogs that was over the limit -- if dogs were in such poor conditions as they are now claiming, how come they didn't remove ALL the dogs -- you know, remove all the dogs from those conditions -- yet only remove the ones that over the limit?According to Jessie Smith, Deputy Director of Dept. of Agriculture, the Bureau of Dog Law Enforcement was brought into the case when police and PSPCA informed them they thought there was an illegal kennel operating on the property. Bureau of Dog Law obtained a search warrant and was accompanied by Police and PSPCA Humane Police Officers. When it was determined that Bureau of Dog Law had no jurisdiction (there were less than 26 dogs on site and a kennel license was not required), they bowed out of the situation and let PSPCA Humane Police Officers take over.
At this point PSPCA did not cite the owner, but informed her that she was in violation of Philadelphia County ordinance, and that she could surrender 11 of the hounds to bring her into compliance (then having 12 or less hounds on site) OR PSPCA would take all of the hounds.
This is not Pennsylvania SPCA's first time of questional tactics being used:

Good point and I don't dispute that there is a valid issue with so-called "animal rights" groups attempting to take a backdoor approach to stop hunting by eliminating hound kennels and/or legislating us out of existance. Same as anti gun nuts...BUT the right to own guns is a Constitutional guarantee and the right to raise dogs is not! If we are to prevail in these matters we need to be organized, educated and LEVEL HEADED! I don't think this woman was and she has done a disservice to us all by her actions. She obviously had several days notice this was occuring but did not seek "our" help until she had already admitted guilt by relinquishing her dogs. It would have been a very simple matter to get a restraining order to keep the dogs pending a formal investigation if she had called a lawyer instead of refusing to talk to them and throwing rocks. We need to use legal channels to stop these actions and not be perceived as a bunch of crazies. We have backing from food manufacturers, sanctioning bodies (AKC UKC ARHA etc) and we need to use it.
