Digging in kennel

When we put our beagle to bed, he cries for about twenty minutes then is quiet. Then every night about two in the morning, he starts scratching and digging inside his kennel. He will quit then start again about every hour or so. He never did this when we first bought him (12 weeks old), but now he is about 7 months and has done this every night for about a month if not longer. We have tried to teach him a "NO DIG" command, which works for a short while, and we have ignored it. But interupted sleep every night is getting old. Does anyone have any suggestions. Thanks.

Then pour concrete about a foot deep / put bottom fence in concrete. :)

It sounds like he needs more exercise or activity during the day so that he sleeps through the night.

Is this digging just a part of how he "makes his bed?"
