Beagle Chewing on her Pad?

I am not sure why my female is chewing on her one foot but she is starting to make her pad come off on her back right foot. The last day of PA early rabbit she wore her back left pad off pretty bad and now I am thinking it was due to her chewing on that pad first also. I have never had any issues with her in the past. Any idea why she would be doing this or how to help it? The back left pad I got healed up with pad heal and some blue kote, but obviously hasn't stopped the original issue. For now I put bitter apple on it. She was an outside dog the past 2 year and few months I just moved her inside two weeks ago and noticed her doing this.
