It would be a civil matter, non contractual but verbal only, little or nothing could be done there.

However I feel the guy's pain...If there was a grading system on these forum classified boards such as e-bays positive or negative feedback system I think some of these problems would slow down...not stop unfortunatly but make folks think a bit more when posting and item for sale or trade..

Call the local Sheriff's office and ask to talk to the th Cheif Deputy, Tell him your problem and he'll give you the solution, In Ohio it's called "Theft by Deception" Theft-fellony Section 2913.02 of Ohio Revised Code.
Most criminals are idiots and are unaware that there are legal ramifications to there actions.

It can't be theft by deception............he received a set of collars so therefore he did receive something for his money. Had he not gotten something for his money then it could be considered theft by deception.Now as far as the condition of the collars then that boils down to a he said she said scenario. As an earlier poster stated it is a civil matter so might as well save yourself the phone call. The police department can NOT do anything in this matter. Sorry that you got took and I appreciate the heads up and unfortunately it looks like you have learned the hard way.

Was any of what you describe in yyour post in writing? Were these shock collars advertised on the web? If so you may have a case as you will have documentary evidence should you have copies of what was claimed in the advertisement. Without any such documentation it is as has been stated as, you said, he said. If you are the charging party the burden of proving your allegation will be on you by a preponderance of the evidence and I said, he said will not suffice.
