If PAWS passes than ANYONE who has 7 litters or 26 puppies in one year will be considered a high volume breeder.
Most of us don't come close to six litters but what if we did one year?? God forbid, What if we had six singleton litters???
And another real problem is that if we let them put a cap on us at 6 litters a year what do you think they will want to do 2-5 years from now??? They will want to cut us down to 3-4 litters a year....which REALLY WILL hurt us small hobby kennels.

EXACTLY! This is EXACTLY what the politicians and the media do ALL OF THE TIME. Yes, they WILL use this one example to drive their point home with the general pet loving public and it WILL work.
Supposidley shelters are now exempted from PAWS but that is about all I have heard through the grapevine and I am not sure what is going on as far as revisions anymore.
