I took the survey as well. I say leave it as it is for now. Where I'm at, it's a habitat issue. Farms broken up, perfectly manicured fields and fencerows. No habitat= no rabbits!
I used to own 15 acres, had a heck of a time finding a rabbit when I first bought the place. I made cover, put out salt and let it grow wild in areas. I had a dense population in two years! And there are no shortage of predators either! Hawks, owls etc! Give rabbits cover and they'll thrive!
