Good e-collar for less then 150??

I know this is a long shot, but I really need an e collar and only have 150 to spend. That probably means a second-hand one, but where do I look and what do I look for? Any suggestions appreciated.
What I need it for is mostly recall work, not at any huge distance. Also, he is very distractable. When he's doing well, he has actually caught a couple of rabbits (pins them with his paws till I get there and pick it up) but then other times he just goes dashing off after first one scent, then another, then there's a squirrel, etc and this is when he does his I dont wanna come and you cant catch me thing.
I've never used an e collar before, always a long line, but there's too much brush here and when he's going well there's nowhere he won't follow a rabbit and gets tangled, punishing himself for the one thing he's doing right.
So I am a total e-collar newb.
Help me Obi-Won!!
