False Heat?

Here's a question for the experts. I am not a novice nor am I the expert. But this question is directed toward the veteran breeders that visit this site.
I have 6 females in heat right now. I have 2 other females that are seperated from the six. These two are not in season but they act as if they are. They are not swollen, there is no blood, yet they let horney young males ride them as if they are. They curl their tales over their back and project their shrunken, not swollen vulva toward the male dogs. The dogs do not lock. Yes, I do know when both are in season and they're not. However this behavior is odd. Could it be a reaction to the other in season females?
