dog measurement question?

trying to measure dog i get 15 1/4 to 14 3/4 sometimes 14 1/2 to 15 how can you tell which is the right one? i guess you would call him full 15
Just wondering how are you placing the dogs head. Head placment can effect his measurement more than people think. Try to hold his head straight out. When I'm judging I try to make sure I hold there head straight out as possible.
If you have there head up they will measure taller. Head real low they measure smaller. You can probably measure 3/4 inch difference just by there head being in different places.
