Whistle Pet Tracker

Has anyone ever used the Whistle Pet Tracker? If so, how did it perform? It costs $80, clips to the dog's collar and supposedly provides GPS data to an app on a cell phone.
They almost always have a monthly fee for monitoring/air time. That could run $100 a year.
Also it's probably tied to your smart phone so if you or your dog are in a area with spotty
cell service they can't locate.
