My dogs are always ready to go in the morning and never seem to be bothered by the cold. I do keep them doubled up and use plenty of cedar bedding on my two dog units and have a heat light in my whelping unit.

I have above ground kennels that i make and this time of year I use electro heat mats that are great. In the others I use an old trick out of a hound magazine. I put a light bulb in a paint can and put it under the floor so the light reflects the heat on the undeside of the kennel floor. The heat radiates through the floor givening the dog a warm spot to lay. You can also do the same thing with a dog house but you put the lid on the can and mount it inside the house with a 40 watt bulb and will keep the dog house warm (no light in eyes). I prefer my method on the above ground kennels because the dogs can't get to anything. I know it isn't required to give them heat but it keeps them quiter because they like to soak it up and they are not out barking. This also allows them to burn less energy so thier is more for running. The light bulb trick is cheap to build and doesn't require alot of time to build either.
