In my opinion ,a dog that swings , will always swing . No stopping it.
Main thing is deciding how much you can tolerate.

Southern Boys call it swinging-Northern Boys call it Skirting.

Cut out the pressure from faster harder hittin dogs
Solo solo solo
And run him in thick briar running grounds if ya got any
If hes swinging really bad then u may help it but it will always be a issue

I agree with Fulcount, its genetic.
You can reel them in a bit with solo time, but drop them down with pressure and it gets ugly again.

I always thought "swinging" and "skirting" were different?

Swinging... the dog is near the front, works the check out ahead, and reclaims it 40-80 yds up the line.

Skirting... the dog is toward the rear, skirts the check to gain ground on the leaders, or cuts corners to catch up.

I wouldn't have a dog that wouldn't swing out and gamble some.
Close line running dogs don't know what to do when they come to water and have to wade out or swim off track for a ways to find it again. Most of the close track dogs just run up and down the bank or stand where they smelt it last barking and moving heads down around in a circle with tails going full speed.
I've seen many of them look like Brace beagles around water.

Feed rabbit tracks in beans ,solo, best way to evaluate if you got a dog ,forces them to keep it between their front legs, easier to reel in a fast dog with wheels that try to jerk around a slow dog to speed him up,still need the brains and nose to do it,seen lots of dogs swing or reach out because they where they loose it the rabbit switched for hopping to running, (different scent on bottom of feet and more faint ,than the scent gland right in front of their tail). I personally dont mind if they gamble if the gamble right ,IMO the most dominating dog in any format is the dog that stays on the track and drives the living crap out of it .
