If that pup is more than 50% white, I would call it a White, Black and tan (219). If it has more balck than white, call it a Black, white and tan (034).

He has 2 white toes on his left back foot and a spot the size of a penny on his chest. Would you put A 014 on the markings?

I would call him a 066. It is the closest to his true markings which is a Brown, tan and white. He has three colors so you have to account for them. Nothing else is close that includes all three colors. I throw a lot of this color in my bloodline and this is how I mark them.
