You may have a problem on your hands. Some dogs are very possessive and temperamental and they can be a problem. I had an older female that would lay in the door of the dog house and growl at the two younger dogs she was kenneled with everytime they tried to get in, no matter how cold it was outside. Eventually the younger dog got older and challenged her. After she whipped her the older dog would still growl but would let her in. I personally would go and pull her out of the house, giver her a thrashing and let the other dog enter. I don't know if it would solve the problem but it would ease my nerves. I hate dogs that fight or torment others and will not tolerate it in my kennel.

Big Dog said it. I ain't a fan of whipping a dog but in these cases, teach that dog a lesson. I like the hose also and it seems to work lots of the time but no always.

Dogs are pack animals, and you want to be the alpha of the pack. But some packs have a separate hierarchy for the dogs. If that dog is just trying to be the dominant alpha dog, sometimes it's best to leave it that way. Some people even encourage it to some extent by giving that dog special treatment. Personally, I hate when dogs get like that, but (a) an established alpha helps keep pack order and keeps the others from squabbling and (b) if you take away a dog's alpha status, it may shut-down in other areas, or you'll see another dog start to try to take the alpha position, in which case you've just transferred the behavior from one dog to another.
It shouldn't happen as much with beagles as with other breeds because it has been bred-out better.

I went out one cold morning to get the dogs out of the kennel.
I found one of my dogs laying on top of the dog house shivering because the other one wouldn't let him inside.
I felt so bad that the dog spent the night like that.
I canceld the hunting trip and spent the whole weekend re-doing my kennels. Now I have 6 dogs and 6 boxes.
That will never happen to one of mine again.

Guess Im lucky. I have two big dog houses and the three adult hounds pack up in one, and the four younger pack up in the other. I could have a dog house for each and they wouldnt use them. They like to pack up together. The only time I had a problem is when I first brought the lemon and white into the pack of adults. They wouldnt let her into the dog house at first. (shouldnt say they, I mean my prissy bitch on the avatar)
Guess she figured another female was going to move in on her male. But she got over it and Im glad because it is getting darned cold up north!
