Is 4 foot the opinion of most on height?

I laid the apron to the inside of the pen and the height is 4 feet from the ground to the top of the fence. At the bottom is high tensile wire which is located about 2 inches from the ground. I then used hog rings to attach the rabbit wire to the high tensile wire. I have not had any trouble with critters trying to get in or rabbits getting out.
The 4 foot height seems to be plenty, I have never had dogs getting out. I do have deer come in any time they choose to ( over the top )

Paul I didn't plant anything to get more cover. The soil has the cover you need naturally, you'll just have to cut some trees/bushes so the sun light can get to the ground. I fell a lot of pine trees with big tops and other brush so the sun can reach the ground to get more cover and I also cut oak trees a couple of feet above the ground half way through so they can lay down but remain alive. If you do a lot of the small things before spring get here you'll have all the cover needed by the fall/winter. You'll be surprised at the different types of foliage on your property once the sun light gets to the ground. John

Seven years ago I built a 12 acre pen just as described above: 4 foot with apron and shock wire at the top. I've never been able to keep rabbits. Predators and ticks are my problem. I think ticks kill more of my rabbits than predators. I've got thick seresas and briars for cover. The cover is so thick you never see your dog until he crosses one of my walking paths. I've seen fox, cats, coon, owls, hawks, skunks and deer inside. Last summer I built a one acre starting pen that joins my back yard. I bought 10 foot post and 7 1/2 foot wire. I utilized a one foot apron and ended up with a 6 1/2 foot high fence. A couple of days after completion I saw one of my neighbors cats go straight up the tall fence and over the top. I went back to work and installed 14 inch brackets at the top that lean 30 degrees to the outside and went around again with 16 inch wide mesh wire. This cured my problem at the small pen. I put some san juans in it with little cover thus the rabbits are visable a lot. Now I'm seeing as many as four cats lying outside the wire watching rabbits inside and they're only inches apart. If my running pen's post were taller I would put a leaning apron at the top. If I were building a new pen I know I would.

I wonder that if you would selective burn in the running pen ( small areas at a time ), if that wouldn't help the tick problem. I haven't had to do it yet, but thought that it might help.

12 acres is a good size pen. I've seen things you put in the ground that deter or kill ticks, ants, fleas, & all sorts of other insects. Not sure if doing that in 12 acres would be cost feasible though.

I think what I would do for that size of pen and ticks would be get some seven concentrate and use a sprayer and just spray the pen a few times. You might have to do it several times, but should get rid of em.

Boy do them cats hate that hotwire around the top of a pen but you gotta be sure you got a ground wire also to get the desired results.

I had ticks in the pen until I put a litter of pups in the pen that had been dipped in paramite dip. After these had been in awhile the ticks never got on me or the pups. There monthly ivomec helped too... ;)

TENT STAKES WORK GOOD TO STAPLE THE APRON TO THE GROUND I LAY ROCKS TREE'S AND SUCH ON MINE (PIG RINGS )ARE GOOD TO USE TO SPLICE THE WIRE TOGETHER OR IF YOU GET HOLES I USE THEM TO HANG MY WIRE ON THE BARB WIRE AROUND THE TOP.THEY ARE INEXPENSIVE AND EASY TO USE.
