I have a chainlink panel kennel about 8x10. it sits on the grass in my backyard, is there anything I can do to get rid of the urine smell in the back?

I use Odo-Ban around my kennels. Not only does it smell good, but it's also a disinfectant. You can get it at Sam's or the local feed store by the gallon then dilute it in a spray bottle to spritz around the kennel with.

We used to keep our hounds on what they called "scrap chat" about 4" thick, it has a lot of lime in it that packs well and worm eggs can't live in it. No smell and easy clean-up.
Over time(years), the soil will become sour underneath and the pen needs to be moved and the old soil worked up to air itself out.
