I am building some above ground kennels, and Im wandering if 28" is tall enough for the inside of the run?

yes, mine is only 26", and work fine.

I believe that will be fine unless you have 29" beagles

ya that will be fine mine is 4 feet but i use 4 ft chain link fence to seperate the runs thats just the size wire i had but its not too high because sometimes my dogs like to lay on top of their dog house mine are inside of the runs so im glad i used the 4 ft fence jb
