how long will it take for a dog who has a cut footpad to heal up permanently

Ouch! Cut pads are sometimes difficult and take a long time to heal. I can't give you specifics, but "clean, dry, and off work for a while". I think I've heard of cases where they can stitch it if it's one of those that won't seem to close using rest. Somebody correct me if I'm wrong on this.

I use super glue to close the pad - works well. Usually can get them back out in a week or so.
