Puppy Question--"Frog-Legged"

A few years ago I had a pup born in a large litter...I noticed as he got older his back legs were not developing properly and they were weak and he had difficulty standing...Vet said it was due to him being from a large litter and his legs were underdeveloped from being so crowded inside the female...he called it being " frog legged"..the pup died from another ailment but we didnt know what it was....Has anyone seen this before or have any thoughts on the subject?

You also notice this when you have pups feeding around a feed pan and all are standing and eating and 1 or 2 are not standing...just sort of laying there with their back legs straight out...like a frog...

I have only had one and it was a cocker spaniel many many years ago. I thought for sure he was going to be crippled but, at about 6 weeks he started walking and I believe the people have him still. He must be about 10 or 11 years old.
