The dog may have a foot fungus like athletes foot. Causes them to lick their feet, the hair will turn a red or pink in color from sweat and slobber. There is a product out there for this particular thing but don't remember what it is.

Your dog has allergies! There are no two ways about it! It can be either environmental or food, but being that it's now winter, I would have to say there is something in it's feed that your dog is allergic too. What are you feeding? Maybe we can figure out something that can help.

Guess I should add that the reddish brown color that sometimes appears on the feet or face of light colored fur is USUALLY from yeast. This strain of yeast is called "Red yeast" and is very typical in these cases. If you smell the feet, you will notice a "frito" smell. The yeast thrives in the moist environment and is normally present, but with the allergic reaction and the licking, it "blooms"
