neck and back problems

Hi everyone,
We are desperaterly seeking advice about the back and neck problems our beagle is experiencing. Logger is an 8 1/2 year old male beagle who is about 10 pounds over weight. He is a wonderful playful friendly dog who wants to be with you all the time. About a month and a half ago, we noticed he would hesitate when he jumped on the couch. A few days later when i took him for a walk he started crying and laid down in the snow.
To make a long story short he has problems with I believe 2 discs in his upper back/ neck. I believe the vet says he has Invertebral disk disease. He has been on prednisone, tramadol (pain med.), (muscle relaxer and methocarbamol (pain). We restrict his activity. He has not improved that much and his bad days. Are there any other options for treatment or is surgery the only option left?
