you can make a muzzle with a piece of thin rope.make a loop in the middle and snug it around the dogs muzzle with the ends under the chin.then loop it behind the ears and around the neck under the chin.tie it into a bow.make sure it's not tight.my vet does this.

i know people who have to take there dog to the vet and put them under to do there nails.but if its done bi- weekly from the time there born they get used to it.try this sit on a couch and put the dog between your legs so its paws are on your leg.then wrap your leg around the dog and put your arm around it .you will have control of the dog.if it strugles tighten your grip with your leg and arm.

Wrap the dog tightly in a big heavy towel or blanket. Cover its head if you can. My wife holds/pets the wrapped up dog in her lap while I cut the nails. If the dog is wrapped up except for the paw you are cutting they are ALOT easier to control. They cannot move 3 of the 4 legs....you can cut them quickly and without alot of fuss. Which is good cause the more fuss the worse it gets...They eventually realize they are stuck and no way out ...so they give up trying...IF they sense they can break free ...they will keep trying ...so make it a tight fit... Plus your helper wont get all scratched up from the dog trying to escape. After I finish cutting the nails I usually play tug o war using the towel. I know I probably should not be playing tug-o-war ... but it seems to be a great reward for them!!!

Try it ...works great
