20 month old female
i have a 20 month old female that has never came in heat as of yet, her sister has came in twice any reason for her not coming in heat? its not a problem because i have no plans on breeding her any time soon was just curious my females usually come in at 7 or 8 months old but not this lil girl jb

I have never experienced this myself but this is what I found in my vet book.

Absent Heat
Due to a failure to cycle. Bitches younger than two years of age may not cycle because of sexual immaturity. If a bitch does not go into heat by 24 to 30 months of age have her examined by the vet.
Hypothyroidism is a common cause of absent heat. The diagnoses is made by a thyroid blood test.
Ovarian hypoplasia is a disease in which the ovaries do not develop to sexual maturity and are incapable of producing adequate amounts of estrogen. the mammary glands and vulva remain small and underdeveloped. Could be result of sex chromosome abnormalities. An immune mediated inflammation of the ovaries may be responsible for some cases of absent heat. Tumors of the ovary have also been associtaed with absent heat.

If she were mine I would take her to be checked out, or at least discuss it with your vet. You just never know.
