No Pups

I bred a male I like to a female 2 years ago ,hung on her for bought an 30 mins,no pups ,bred him to a diffent female in sept this year he hung on her 2 times ,no pups ,,does it mean hes sterile or maybe somthing else ? if sterile can this be fixed? I,m kinda new to this breeding thing ,any help would help Thanks .....rbinford1
