There's meds for it, I think you have to get them from your vet though. I don't know the name off the top of my head, but saw another post about it recently.

I heard that rubbing burnt motor oil on yourself in the light of the FullMoon while wearing nothing but a football helmet on your head and a racoon tail tied around your waist (with baling string ONLY) does the trick 9 times out of 10.

Heard that directly from Patch and Larry G. :P

Patch we gonna have to find somebody else to tease cause we done pushed Honey Pot over the edge.

There is no reliable way of inducing productive estrus in dogs. Drugs that stimulate the prodution of LH (luteal hormone) or the administration of purified LH have been credited with some success. Most vets will try to talk you out of trying it.

Well let me tell ya, I got one little bitch who is a YEAR and six months past her last (first) season and I am about to try anything, lol!!!!!!!
Right now I started giving her some Solid Gold Concept A Bitch to see if that stirs anything up.
In all seriousness I figure that once the days start getting longer Mother Nature will get the best of her and she'll come into season whether she wants to or not ;)

There is a drug called Cabergoline that has recently been used. Here is a short article.

Personally I'd just wait. Dogs are not long day breeders so, the affect of light on their cycle to me isn't factual. I have bitches coming in during the dead of winter ;-)

If you kennel her with another female that cycles regular, It might induce the other into regular cycles. I have a female that hardly ever cycled until I brought in "Fertil Mertil" AKA Betsy Lou, and now they both cycle a few days apart, Betsy 1st, and Angel second. When Betsy gets the Hormones flowing, they get real playful with each other, and the estergen is shared between them. I was gonna explain, but Cindy is already talking funny!!! LOL

Moore Beagles has a good point, kennel her near another bitch that comes in regularly or is in heat now. I've had mine trigger other gyps to come in when it's not quite their time before.

I just tried it a few weeks ago with no results. I am waiting on my Woodpont bred female's second heat and she is past due by almost a month. I have plans for her this time and now I'm hoping she is not one of those one time a year dogs. Personally I wished females came in every month just like horses or cows but that they too were only in for a few days or so. Then you could always pick what month you wanted your pups and could have them ready for hunting season or your favorite shows.

But can you imagine how much of a PITA it would be to keep track of it, check for it, and not show/hunt them w/ other dogs. Not me, every 6 mo. is early enough :)
