Any dogs scratched from a cast will receive the lowest position available in that cast unless scratched for off game. Hounds scratched for off game will not receive any championship points.

The reason a bell can't be use is because it is a "locating" device. It lets you know where your dog is at all times and that does give you an advantage when striking in.
